kMatrix was commissioned by the Midlands Net Zero Hub, supported by the Midlands Engine, alongside Sustainability West Midlands to provide data and reporting on the Low Carbon Environmental Goods and Services sector, updating the 2021 LCEGS study.
This continues the evidence-base for the LCEGS sector across the 65 Local Authorities within the region.
As for the 2021 study, extensive market intelligence and analysis of the sector was undertaken by kMatrix, combined with literature review, stakeholder engagement and policy recommendations led by SWM.
The study includes 65 short Local Authority reports, 8 regional reports and a midlands-wide hub-level report. These are intended as short reports of key findings, with companion datasets for further detail.
The reports are provided on this page, together with supporting datasets at the level of detail purchased by the MNZH.

Midlands Net Zero Hub 2024 Short Report – LCEGS (2019/20 to 2023/24)
kMatrix has more detailed data available for purchase if required, for example, for company-level assistance. We provide data at the level of detail useful to the client. We treat the datasets as ‘building blocks’ with individual sub-sectors available as discrete units. LCEGS dataset fees can vary from £100 for a single line of data, to £7,000 for 2,769 lines at Level 5.
Further to this, we also run a LCEGS2023 dataset of 5,133 activities, including mature-market activities not present in LCEGS. This is also available on an ad-hoc basis. We routinely provide data to local authorities, academia, industry and external consultancies, with support available to assist with interpretation where needed.
